How to find and reclaim unused AI seats

To review unused AI seats, compare paid capacity with current members, invitations and the activity your plan reports. Confirm what each person needs, then decide whether to keep, reassign or reduce a seat. Removing a member and reducing the bill are separate checks; record when any billing change takes effect.

What counts as unused

  • Quiet seats: a reported gap in activity, such as 30 days, is a reason to review the seat with its user. It is not proof the tool is unnecessary.
  • Pending invitations: check whether they reserve paid capacity on your exact plan. Claude documents that pending invites occupy seats; ChatGPT Business says an invitation does not purchase or reserve one.
  • Overlaps: ask whether two tools serve different jobs before deciding one can be removed.

Where to find the activity

Use the report actually available to your plan and role. Keep its date range and latest available day beside the finding. A missing activity report or a blank last-active field does not establish 30 days of inactivity.

Claude Team Owners and Primary Owners can review Claude’s usage analytics. Check the product and period shown rather than treating one chart as all activity. Before you remove a seat

  • Ask the person and the tool owner. A tool may support a periodic task or an automation even if its interactive usage looks quiet.
  • Check paid capacity, assigned seats, seat types and any planned joiners. Reassigning an available seat may be the useful next step.
  • Confirm who can approve access and billing changes. Downgrading a seat can also change its limits.

When does reducing a seat lower the bill?

  • ChatGPT Business: removing a member leaves paid capacity unchanged. An Owner must schedule the seat reduction separately; it applies from the next billing cycle. See OpenAI’s member and seat guidance.
  • Claude Team: free or reassign the seat, then have an Owner or Primary Owner reduce the allocation. The change applies at renewal, including the annual renewal for an annual plan; no immediate prorated refund is provided. See Claude’s allocation and billing guidance.
  • GitHub Copilot: removed seats remain billed through the current cycle. Cancelling an organization-assigned seat can also leave access until cycle end, so a leaver needs a separate access check. See GitHub’s seat billing rules and the plan-specific leaver guide.

Other plans and negotiated contracts can differ. Check the scheduled effective date in the provider’s console and reconcile the invoice for that period. Do not record a saving merely because a person disappeared from the member list.

Make it a routine

Review seats at a cadence that fits your company, and before the deadline for changing a renewal. Keep the tool, exact plan, owner, reviewed date, decision and effective billing date together. How long without use counts as an idle seat?

You can use 30 days of reported inactivity as a review prompt. Check the report covers that period and ask about periodic work before removing access. Missing activity information is not evidence that a seat is idle.

Will removing a seat lower our bill straight away?
