What ChatGPT Enterprise and Claude Enterprise admins can see about usage and seats
Enterprise plans for ChatGPT and Claude give admins far more visibility than Business and Team plans, including programmatic access to usage data. The details differ by vendor, by plan and by role. This guide sets out what each vendor documents, checked against their own documentation on 4 October 2026, and where the numbers can mislead.
ChatGPT Enterprise, Edu and Healthcare
- Admin keys: OpenAI documents workspace-scoped Admin keys for eligible managed ChatGPT workspaces, including Enterprise, Edu and Healthcare. Each key applies to one workspace only.
- Who can create them: workspace owners can create keys with All, Read only or Custom permissions. Workspace admins can create Custom keys. Being an API Platform organisation owner does not grant this on its own.
- What they can read: depending on the workspace and the permissions chosen, categories include Users, Enterprise analytics, Usage limits, Costs and Codex analytics. OpenAI’s Admin API reference describes daily usage reporting across ChatGPT and Codex.
- Sensitive scopes: broad compliance permissions and conversation messages are owner-only where supported. A read-only analytics key does not need them.
ChatGPT Business
Business owners and admins manage members, seat types and billing in the workspace’s admin settings. OpenAI’s Admin key documentation names eligible managed workspaces such as Enterprise, Edu and Healthcare, and does not list Business, so check with OpenAI before planning programmatic reporting for a Business workspace.
Claude Enterprise
- Claude Enterprise Analytics API: available to Claude Enterprise organisations. Only the primary owner can enable API access and create Analytics API keys, in claude.ai organisation settings.
- What it reports: per-user daily activity across chat, Claude Code and other Claude products; daily, weekly and monthly active users; seat counts and pending invites; and project, skill and connector usage.
- Cost and usage: these endpoints apply to usage-based Enterprise plans. On seat-based Enterprise plans they reflect usage credits only.
- Freshness: data is available from 1 January 2026, with engagement data typically a day behind. Claude Code used through Amazon Bedrock is not included.
- Content is separate: conversation content and raw activity events sit behind Anthropic’s separate Compliance API and its own keys.
Claude Team
Team plan Owners and Primary Owners can view usage analytics in the dashboard and export a spend report as a CSV file. Anthropic offers the Analytics API to Enterprise organisations, and individual usage analytics is described for Enterprise organisations on usage-based billing.
Developer API organisations are a different thing
An OpenAI API Platform organisation or a Claude Console organisation is separate from a ChatGPT or Claude workspace. Each has its own admin keys, members and billing. Usage of the developer API shows up there, not in the workspace analytics, and the reverse is also true.
Reading the numbers carefully
- Seats are not headcount. Assigned seats, pending invites and active users are three different numbers, and none of them is the number of employees.
- Roles are not people. Owner, admin and analytics viewer are permissions within one workspace. One person can hold a role in several workspaces.
- Keys belong to workspaces. An admin key reads one workspace or organisation, so a company with several needs a key for each.
- Active means different things. Each vendor defines an active user in its own way. Compare like with like before drawing conclusions.
- Costs can move. Vendors note that recent cost and usage figures can be revised as late data arrives.

Does an analytics key give access to conversations?
No. Both vendors keep conversation content behind separate, more sensitive permissions: owner-only compliance scopes at OpenAI and the separate Compliance API at Anthropic.
Is the number of seats the same as the number of employees using AI?
No. Seats, pending invites and active users are different numbers, and none of them is headcount. Read each vendor’s definitions before comparing.
